Purpose: To develop the Zuber Universal Quality Measures Framework (ZUQMF), an enterprise governance architecture connecting healthcare indicator specifications with multidimensional accountability, analytical interpretation, and organizational action.
Methodology: A conceptual framework-development approach combines purposive integration of quality, strategic performance, patient safety, person-centered governance, and digital health literature with analytical specification. The analysis defines core constructs, maps governance requirements, specifies Indicator Identity attributes, and formulates propositions for prospective evaluation. No primary institutional or patient-level data are analyzed.
Results/Analysis: The conceptual outputs comprise four core components: Indicator Identity, governance integration, analytics, and enterprise dashboards. A linked model separates measure definitions, specification versions, local implementations, and observations. A source-to-design matrix and comparison with existing approaches explain the proposed requirements. A comprehensive specification covers selection, sampling, coding, enterprise mappings, benchmarking, causal analysis, action strength, and graphical interpretation. Rules address zero denominators, missing evidence, critical exceptions, and double counting. A worked hypothetical example demonstrates calculation and action traceability. Empirical feasibility, organizational benefit, and predictive performance remain to be evaluated.
Originality/Value: The proposed contribution is the integration of a persistent Indicator Identity with explicit governance relationships and a closed decision cycle. ZUQMF offers a testable architecture for reusing measures across organizational perspectives while preserving their meaning and provenance. Comparative evaluation is required to establish its additional value beyond existing registries and governance systems.
Type of Paper: Conceptual framework-development paper.
